The Baldwin County Commission and the City of Foley are excited to announce they have entered into an Intergovernmental Roadway Construction Agreement to construct approximately 5,280 feet (1 mile) of new roadway and pedestrian improvements extending James Road from Brinks Willis Road southward to the Gulf Shores city limits.
The James Road project will be the second project of the Baldwin County Commission’s 30 Cubed Program which is aimed at fostering collaboration with municipalities across the county to enhance the capacity and connectivity of our roadway system.
“I don't think people realize how much cooperative effort we do with the County. We try to be the very best partners we can because traffic moves across jurisdictions and water moves across jurisdictions. The County also recognizes that, and we have worked together very closely on a lot of projects amounting to millions of dollars.” said Mayor Ralph Hellmich.
The James Road extension, once completed, will greatly enhance connectivity between Foley and Gulf Shores by completing a new transportation corridor that will stretch from County Road 20 to Coastal Gateway Boulevard. The corridor will provide an additional north/south direct route option for citizens to facilitate travel between the two municipalities more efficiently without having to utilize the two, often congested, primary routes.
The total estimated cost of the project is $4,200,000.00, with the City of Foley funding $2,100,000.00 and the County funding the remaining $2,100,000.00. Eligible project costs include right-of-way acquisition, design, permitting, construction and construction engineering and inspection.

The 30 Cubed Program encourages voluntary partnerships with any municipality across Baldwin County, offering funding and support for roadway enhancements that align with regional transportation goals relating to capacity and connectivity improvements. By focusing on cooperative planning and resource sharing, 30 Cubed not only addresses current traffic demands but also prepares the region for future growth.
