The Baldwin County Commission and the City of Foley are pleased to announce a partnership to facilitate a new traffic signal and turn lanes at the intersection of County Road 26 (West Michigan Avenue) and South Hickory Street.
This project will replace the existing span wire signal with a more storm resilient mast-arm signal, add left-turn lanes (all directions), and add an eastbound right-turn lane on County Road 26 to help alleviate traffic congestion and improve public safety.
The Baldwin County Commission and the City of Foley entered into an Intergovernmental Roadway Construction Agreement to carry out the project. Under the terms of the agreement, the City of Foley funded the design costs, and the Baldwin County Commission will fund the construction and inspection costs. The City of Foley will assume ownership of the improvements upon completion of the project.
City of Foley Mayor Ralph Hellmich attended the County Commission Meeting and added, “The City of Foley is surrounded by the County pretty much on all sides. These partnerships are critical for us to improve our roadways together.”
Bids for the project were opened on July 24, 2025, with nine bids received. Rob Middleton Construction, LLC submitted the lowest, responsible, bid in the amount of $2,100,221,80 and was awarded the construction contract by the Baldwin County Commission at the August 19, 2025, meeting.
