The Baldwin County Commission and the City of Bay Minette are pleased to announce that they have entered into an Intergovernmental Roadway Construction Agreement to construct roadway improvements connecting Red Hill Road and Clark Avenue to State Route 59.
This agreement will provide for the construction of approximately 0.6 miles of new roadway & pedestrian improvements, access management, and a proposed traffic signal that will improve connectivity between the three Bay Minette public schools and help relieve traffic congestion at the intersection of 7th St and SR 59.
The Red Hill Rd & Clark Ave Extension to SR 59 Project will be the fifth project of the Baldwin County Commission’s 30 Cubed Program which is aimed at fostering collaboration with municipalities across the county to enhance the capacity and connectivity of our roadway systems.
“This project is just another among many that reflects the cooperative spirit between the County Commission and the City of Bay Minette,” said Mayor Robert “Bob” Wills. Mayor Wills also stated the 30 Cubed Program eliminated the red tape common to existing grant programs, and “this is local government and local government getting the job done in an efficient way”.
District 1 Commissioner James “Jeb” Ball also commented, “this is a project that has been needed for a very long time and adds tremendous value for not only the citizens of Bay Minette, but the entire north Baldwin community. This road will provide more efficient connectivity and safer traffic circulation for the high school, the middle school, nearby businesses and surrounding communities.”
The total estimated cost of the project is $6,450,000.00 with the City of Bay Minette funding $3,225,000.00 and the County funding the remaining $3,225,000.00. Eligible project costs include design, permitting, construction and construction engineering and inspection.
The 30 Cubed Program encourages voluntary partnerships with any municipality across Baldwin County, offering funding and support for roadway enhancements that align with regional transportation goals relating to capacity and connectivity improvements. By focusing on cooperative planning and resource sharing, 30 Cubed not only addresses current traffic demands but also prepares the region for future growth.
“This is a prime example of the types of municipal partnerships envisioned when the 30 Cubed Program was launched earlier this year to bring local agencies together to solve local infrastructure needs. I want to give a special thanks to the City of Bay Minette leadership for their great partnership with this project as well as special thanks to the County leadership staff Roger Rendleman (County Administrator), Frank Lundy (County Engineer), and Mark Acreman (Assistant County Engineer) for their leadership in continuing to make the 30 Cubed Program a success”, stated Commissioner Ball.
