Baldwin County and City of Loxley Partner on 30 Cubed Roadway Project

The Baldwin County Commission and the City of Loxley have entered into an agreement through the County’s 30 Cubed Program to construct a new east-west transportation corridor, strengthening connectivity between U.S. Highway 31 and Alabama Highway 59.

The approximately $16.3 million project will extend and connect existing roadway infrastructure, creating a continuous route from Bedrock Boulevard (near Spanish Fort) to Alabama Highway 59 in Loxley. The project also includes construction of a 480-foot bridge over Fish River, a key component in completing this corridor.

While portions of this route already exist, this project represents the critical link that will fully connect these two major roadways, significantly improving travel efficiency across this area of Baldwin County.

The City of Loxley, under the leadership of Mayor Richard Teal, has played a vital role in advancing this effort. Mayor Teal’s leadership and commitment to partnership have been instrumental in moving this project forward, helping bring together the resources and coordination needed to make this corridor a reality.

In addition to improving current travel routes, this corridor also lays the groundwork for future connections east of Alabama Highway 59, further strengthening the County’s overall transportation network.

“The 30 Cubed Program established an aggressive goal of having projects under contract or completed by 2030, and we’re making strong progress toward that objective,” said Frank Lundy, Baldwin County Engineer.

Lundy added, “This project is really about completing a key connection in our roadway network. We already have portions of this corridor in place, but this fills the gap and creates a continuous east-west route between Highway 31 and Highway 59. That kind of connectivity is critical for both everyday travel and emergency response.”

“Once completed, this project will help relieve congestion on U.S. 31 and provide residents in the area with another option to access Highway 59,” said Greg Smith, City Engineer for the City of Loxley. “This project has clear regional benefits, and we appreciate the Baldwin County Commission’s partnership in helping bring it to completion.”

Under the agreement, the City of Loxley and Baldwin County will share the total project costs equally, including expenses related to design, right-of-way acquisition, utility relocations, permitting, construction, engineering, and inspections.

The City of Loxley will oversee the design and construction process, including bidding the project and coordinating engineering, permitting, and right-of-way acquisition. Once construction is complete, the city will maintain the portions of the roadway located within its municipal limits.

The project is expected to be completed within 36 months, subject to environmental reviews and permitting.

The 30 Cubed project is part of ongoing efforts by Baldwin County and its municipalities to improve transportation capacity and connectivity through mutual funding partnerships.
