
If you desire homeownership in Baldwin County but need help making it happen, the Homeownership Assistance Program may be for you. This program helps low- to moderate-income families afford a home by covering the gap between what they can afford and the actual cost of a home.

The Baldwin County Commission will host two Community Development Block Grant – Disaster Recovery (CDBG-DR) Homeownership Assistance Program (HAP) Public Meetings to provide residents and community partners aid with submitting applications to the Homeownership Assistance Program (HAP).
The HAP application portal is set to open on September 21, 2026.
The two Public Meetings will be held at the following locations:
Baldwin County hosted a training session on March 24, 2026, for lenders, realtors, and title professionals to provide an overview of the upcoming Homeowner Assistance Program (HAP) funded through the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. The training explains program eligibility, application steps, and how industry partners can assist prospective homebuyers who may qualify for assistance through the lending process.

Homeownership Assistance Program (HAP) Public Meetings with County Residents and Program Stakeholders
Baldwin County held public meetings on May 18, 2026, and June 3, 2026, with county residents and other program stakeholders. The purpose of these meetings was to provide prospective program participants with information about the CDBG‑DR HAP, including eligibility requirements, application procedures, and program guidelines.
