Permit applications for (1) utility work within Baldwin County rights-of-way and for (2) driveways, turnouts, and culverts on County-maintained roads and for (3) subdivisions are now all submitted through the Baldwin County CitizenServe Portal.

The portal allows users to apply online for Highway Department, Planning and Zoning Department, and Building Department permits in one place. The portal is available 24/7 at www.BaldwinCountyAL.gov/CSP. New users must register before submitting an application.

Utility Permit Application Info: 

When applying for a Utility Permit:

  • Enter “utility” as the project address. A specific address or parcel number is not required.
  • Each application may include up to 2,500 linear feet. Projects exceeding 2,500 linear feet require separate applications.

Driveway Permit Application Info:

When applying for a Driveway Permit, choose the application subtype that best matches the proposed use:

  • Commercial driveway. Any private entrance, exit, ramp, tunnel, bridge, side road, or other vehicular passageway to any property used for commercial purposes or serving five or more residential lots/units leading to or from a publicly maintained street. Processed by the Planning and Zoning Department.

  • Major Residential driveway. A driveway or access serving two or more but less than five residential lots/units that proposes to utilize a single drive leading to or from a publicly maintained street.  Processed by the Planning and Zoning Department.
  • Minor Residential driveway. A private driveway providing access to one single-family lot/unit with no more than two legally permitted dwelling units leading to or from a publicly maintained street. Processed by the Highway Department.

  • Agriculture driveway. Any driveway or access serving a farmyard, cultivated or uncultivated field, timberland, or undeveloped land not used for industrial, commercial, or residential purposes leading to or from a publicly maintained street. Processed by the Highway Department.
  • Temporary driveway. Temporary construction access may be requested after the permanent driveway permit has been approved. Temporary access must meet applicable Baldwin County and Alabama Department of Environmental Management requirements and may be permitted for up to 180 days.
    Once the permanent driveway permit is issued, temporary construction access may be requested by contacting the Planning and Zoning Department.

Subdivision Permit Application Info:

Subdivision applications are now processed through the Planning and Zoning Department.
