Community Engagement

Partnership and consultation with local stakeholders and the public are critical components of a LRP development process. Baldwin County’s community and stakeholder engagement efforts were shaped by the following plans:

• LRPP Communications and Outreach Plan: Required by Agreement NO. DR-21-001 between the Baldwin County Commission and ADECA, this goal of this document is to provide stakeholders with adequate opportunity to contribute input and feedback during the planning and implementation of Baldwin County’s LRP.
• Citizen Participation Plan (CPP): In accordance with the requirements specified in 24 CFR 570.486 and the FRN Vol. 87, No. 23 (Feb. 3, 2022) and Vol. 87, No. 100 (May 24, 2022, this plan sets forth the County’s policies and procedures for facilitating citizen participation. The Citizen Participation Plan was approved by Resolution #2024-147 of the Baldwin County Commission.
• [link] Language Access Plan: In accordance with EO 13166 and FRN Vol. 87, No. 23 (Feb. 3, 2022) and FRN Vol. 87, No. 100 (May 24, 2022), Baldwin County provides meaningful access, which may include translation, to all vital documents. The Language Access Plan was approved by Resolution #2024-150 of the Baldwin County Commission.

• [Link] Amendment 1 to Citizen Participation Plan (May 21, 2025): The Baldwin County Citizen Participation Plan has been updated and is available for public comment through June 20. A public hearing will be on June 2, 10:00 am at the Baldwin County Central Annex Auditorium at 22251 Palmer Street, Robertsdale.
