 The Baldwin County Commission is committed to eliminating fraud and maintaining a highly ethical environment throughout our organization.  Our Ethics and Integrity Program, coordinated by the County Personnel Department, consists of fraud reporting mechanisms, awareness training and investigation services.  This program is designed to assist citizens, employees, departments, agencies and programs in preventing and detecting incidents of fraud, waste and abuse in Baldwin County government.  This program focuses on dishonest acts by County employees or its contractors.  To report fraud, waste, or abuse, please call our HOTLINE 251-239-4301, submit a form on our website or mail written documentation to Email.    

  • Theft or misappropriation of County resources
  • Falsification of official documents or reports
  • Corruption or official misconduct, including misuse of County information, conflicts of interest, or offering or accepting bribes
  • Personal use of County-owned vehicles, equipment or supplies
  • Conducting personal business on County time
  • Improper use or spending of County tax dollars
  • Violations of County procurement policy or contract fraud
  • Tampering with government records
  • Obstructing, retaliating against, or tampering with a public servant, witness, prospective witness, or informant
  • Taxpayer Fraud—Federal
  • Taxpayer Fraud--State Income Tax Fraud
  • Taxpayer Fraud--Local
  • Welfare Fraud (Food Stamps, TANF, Child Care, etc.)
  • Medicaid Fraud
  • Child Abuse or Neglect

If you have information related to suspected fraud, waste or abuse within Baldwin County Commission operations, please report it to us immediately. 

You may contact us in a number of ways, depending on what is convenient for you.  Please be as specific as possible when describing the situation.  Communication with us is confidential.  If you wish to remain anonymous, please send us a detailed description through the mail.

In person:
The Personnel Department is located at 105 West 3rd Street Bay Minette, AL 36507.  Our office hours are 8 a.m. to 4:30 p.m., Monday through Friday.

By phone:
Call the Reporting Hotline at 251-239-4301 which may be accessed 24 hours a day, 7 days a week.  You will be prompted to leave a voicemail so that the issue can be properly investigated.  If you would like to receive a call back please leave contact information. 

By mail:
To remain anonymous, citizens can file a report with Baldwin County Commission by preparing a written description of the situation you wish to report. Download and print the Citizen Reporting Form (.pdf) and mail the completed form to:
